Since pre evolved pokes need less exp Due to the rarity of Dratini it might take you a while to find one. So, by the time that you find a Dratini you might've already been able to finish training your Dragonair. However, if you plan on completing the end game quests, i.e the Mew, Celebi and Jirachi quest then you will need Dratini's dex data. You can get this via a trade though.
