I have already gone to moon and defeated deoxys and im hoenn champion but the guard at mossdeep city space center doesn't let me in .

Any solutions ?

Go and talk to Professor Birch first. After that you can visit the Moon again.

Hi there,

as the above poster mentioned, you will need to talk to Pro.Birch in order to get access to

the second floor at Mossdeep Space Center. Also, traveling will still require 15k each time.
