Go to one of the move relearners and see if you can relearn the move there. You can find them in Cerulean, Saffron, Goldenrod, Blackthorn, Slateport and Sootopolis City.

Each move will cost you $2000.

Unfortunately, Hydro pump is exclusive to Poliwag/Poliwhirl and cannot be learned by Politoed once evolved. Since there is no way for him to learn it (it's a shame since his Politoed is an amazing offensive one and Hydro pump will highly be missed), i can only suggest to remove Surf for Scald which is better water stab, even on offensive pokemon.

Wish hydro pump was for Politoad. We have to go with what we got though..
