That's because Beldum is a limited poké (in a pokéball on Steven's table in Mossdeep, IIRC), not a wild one (at least in Ruby/Sapphire) :Grin:

Can't say anything about fanmade games, but Beldum and its evolutions are catchable in the wild in official games.

 

Beldum can be caught in the wild in Platinum, and it has base 3 catch rate. Metang is also available in Giant Chasm in B/W/B2/W2, as well as Friend Safari in X/Y, with the same base 3 catch rate. Metagross is a rare shaking grass encounter in Giant Chasm, again with the same base 3 catch rate.

 

And yes, it was super hard. Platinum is even worse due to the fact that Beldum only knows recoil move, and our Pokemon is being hit by permanent sandstorm on the route Beldum is in, so no using Shedinja. Thanks Game Freak, it's totally not obvious that you don't want us to catch the thing in Gen 4 -_-
