I believe that you need a higher excavation rank to purchase certain items from that NPC. Here's a guide on the Excavation sites: https://pokemonrevolution.net/forum/viewtopic.php?f=120&t=31567

I think you need around 5000 discoveries to buy fossils there.

You'll also have to wait until 6k so that you can actually "open" or use the fossils.
