Go a lil past fortree where you found steven and the kecleon. That's the highest lvl place you can access atm. Sometimes surfing or fishing there can get you higher lvl enemy pkmn.

since i only use one pokemon for finishing hoen, im already have lvl 60-80 axew back then. try using revive, revive will help you
