No, Shiny Charmander is still obtainable however it's extremely rare. The shiny chance in PRO is 1 in 8192.

 

Perhaps you confused Shiny Charmander with the Clone Charmander? If so, the clone event is over and thus clones aren't available anymore.

@Skarizard btw a charmander which has stripes on its body and its font color is like this <Charmander> its called Clone (unobtainable as nathan said). <Charmander>(no stripe ofc) if Shiny.
