Hey I'm on yellow server and till today i'm able to see shiny tepig. Isn't it supposed to be bugged?

Can you report this and show all screenshots please.

 

This is a glitch - all Tepigs should be returned to a member of Staff.

Those who do not do so will be punished for glitch abuse.

Hey Prowling, as for now Tepig is unavaiable to capture. His spawn was caused by a glitch, which was removed.
