Rotom was available as a boss reward from Deathwing. However, this boss was removed at the same time as the staff member.

This made it so Rotom is only available by trading with a player who got it as a reward when the boss was around.

but yellow came after deathwing gone, so how he got it

If I remember correctly, the boss was removed a while after Deathwing (Staff) so it was still possible for some players to get his rewards.

Correct me if I'm wrong :p
