There is no voucher in Johto, you just need to buy once in Kanto.

Im not. I couldnt afford the vermillion bike voucher. It was only when i started johto when i earned enough. The thing is i cant remember where the guy is and i cant go back to kanto yet

Hes asking about the npc Little Jimmy, the kid inside a house at north of route 30. Kid wants 75k to set up internet in his house. I assumed it was for a bike voucher as well and didnt pay 75k because i had already purchase a mount off the coin store.
