I've tried using it on the water, but nothing happens. I feel stupid, what am I doing wrong? (I just got my 4th gym badge, do I have to be further in the game?) If you are talking about using your pokemons that learned Surf , like the others said , you need to have the 5th badge in order to use the surf on the water.
