The Pokemon Chancey learns the move Softboiled by level up. So, you should be able to re-learn Softboiled at any move re-learner or move buffet. If you have questions about moves in the future I recommend using a website like Serebii or Bulbapedia to look up how Pokemon learn certain moves. It's incredibly useful. I wish you luck in future battles with your new move! :)

345511 Where can i teach Softboiled to my Chansey?

 

Hello 97Emac, like Shaui said, you can get Solftboiled by leveling up to your Chansey, and as NimrodTheGoat said, there is a tutor in Celadon City that would give you access to that move aswell. If in the future you might want to access the list of tutors and TMs in PRO, you can check this thread as it might have all the information.
