Lucario learns it via the egg moves, you can check others pokemons here.

We don't have a TM/Tutor for that move right now in the game.

that is totally a rumor, they do implement tutors from time to time but this one isn't a highly requested move (for a tutor).

I'm sorry to hear about this inconvenience. As said above, there is not a Vacuum Wave tutor or tm implemented in game yet. This guide has a list of all the current tms/tutors implemented in game. Also make sure too keep an eye on the announcements sub-form for any future updates. :)
