you can buy it either with coins (100coins = 5$ with paypal) or you can buy it with pokedollars, I am not sure about the value of MS on blue, sorry.

Hey Marcopongoo, unfortunately you can only buy coins with Pay pal. However, since you do not have Pay pal, you could always buy MS from other players in-game! I really do recommend investing in grabbing MS since it has extremely good benefits. If you're ever interested in checking out the benefits check out this thread here. as Vanyth already said, the only way to buy coins is with paypal or pokedollars ingame, my advise is that you check out the Coins & Items - Blue section.
