Latias not appearing for me.

Hello, so I've checked out all 10 areas for where Latias is and it doesn't seem like it's showing up for me :(

 

I don't know what to do since I need it for dex in order to get my Jirachi.

Latios don't appearing for me too... i have found latias, i have talk with tv's mom, and i check all zone, 10/10 and no latios ...
