Unfortunately you need Rock Smash in order to progress through Mt. Silver. As stated above by the other players, this is how you obtain Rock Smash: TM114: Rock Smash - FREE Route 11 Stop House 1F after obtaining 30 caught Pokemon / Celadon Mart - $3,500 / Route 36 Smuggler - $5,000 / Mauville City House 2 - $5,000 You can also try purchasing a Rock Smash tm from trade chat as well. There's also this useful Tm and Tutors guide that can show you the location and prices of other tms and move tutors in case you need them in the future.
