you can get the double team from egg move and level up only, btw it's not allow to use in pvp, only can use in pvE

Hello Keanu24, as the other users stated, that TM isn't implemented in the game, but you can sometimes find it in the level up moves and other times in the Egg Moves. I would also like to point out that, in case you pretend to use in PvP, that move is currently Banned, as you can see in the PvP rules.

5. Evasion Clause: A Pokemon may not have either Double Team or Minimize in its moveset. Using evasion moves or accuracy reduction moves is forbidden.

Once the TM gets implemented, or the move gets properly coded it will appear in the Announcements subforum.
