i've talked with Brock and declined the offer to help him with the daycare stuff by accident, now he's gone. even if i go to a daycare they are looking for someone with medicine knowledge. Is there a Cooldown now until he appears again? or can i find him somewhere else?

I could be wrong but i'm pretty sure the medicine knowledge is the doctor quests. Those are the quests you get once you do the Brock mission, at least.

I'm sorry to hear about this inconvenience. The Brock npc for the daycare quest has a cooldown of 6 days, so he will re-appear after 6 days from when you accidentally declined the quest.
