sorry when i replied i didnt know i was on my alt accounts forum :/and dont know how to delete the post xD but yeah i have battled him before but lost 15days ago and i have jirachi failed..

That feature (Nikola boss with 21 Days of cooldown) was implemented to prevent people to control the IV spread of the Legendary from constant forging the battle, it might not be a definitive change but it's one way to prevent it from happening in the time being. In the future might be some changes that will change the way this quest is done.
