It is impossible atm and you will need Shelmet for the evolve. :D:

Hello albiens, as the evolution is not properly coded, those pokemons aren't still implemented in game. There was a time where some spawned in certain places but got removed due to not being able to evolve. Maybe in the next region it would be able to. Keep an eye in the Update Logs as any information about changes and new features in the game will be posted there :)
