I have an issue with the quest to catch celebi, I have all the requirments (all legendaries seen data even celebi, 121+ evolutions, all pokemons from kanto and johto catch) but the scientist don't want to give me the GS Ball back.

Do you have any solution for me ?

did you completely check if you really have everything?

 

1. Complete Kanto Dex all seen (except mew*) and caught (except Mew, Mewtwo, Zapdos, Articuno and Moltress)

2. Complete Johti Dex all seen and caught (except Celebi, Raikou, Entei, Suicune, Lugia and Ho-oh)

3. 121 Evolutions Data

4. 351 hours Game Time

I just checked your game data. It doesn't look like you have the complete caught info from the Johto Dex (excluding the legendaries)...
