In the grasses of route 12 and 11. Also try hunting one at Kanto Safari area 3 at night.

Kanto Saffari Area 3 is the best place! :)

If you have Snorlax seen entry you can find other areas close :)

Its super rear though :/

The best place and the best method is to use the Repel Trick on Route 11 (if you have MS and money to waste on repels)

If not then Route12 is the best place as it doesn't have any fee like Kanto Safari does.

Lower its HP down and put a status on him: paralyze/sleep.

 

The lower the HP the higher chance of being caught
