I talked to wattson and he told me to go to 3 pcs in hoenn and install a cd or something. I did it succesfully in oldale and slateport but all other pcs seem to have been struck. Does anyone know where the last pc is or is it random for each player?

back when I did the quest; the PCs were random. Did you really check every PC including Dewford, Pacifidlog Town and Ever Grande City?
