if I remember correctly, you have to speak to the guard infront of the cerulean cave and then you should be able to fight Lance. :)

[mention]AradonHD[/mention] that is not the right location. The entrance to Cerulean Cave is in the top left corner of Cerulean City.

You can get to Cerulean Cave by surfing to the right on Route 4 or surfing to the south on Route 24.

 

After talking with this guard, try to talk to Lance again :3
