I got Impish (+ Def, -Sp.Atk) Cyndaquil, ranted in chat for next 2 hours, and managed to purchase someone's Timid Synchronize with all my budget in Violet City, EV trained Timid Gastly with 25+ IV's on both Sp.Atk and Speed (Ghastly for Sp.Atk and Rattata for Speed), and managed to sweep the entire region.

 

If you are playing the very first time I would personally say the quality of your starter will determine the overall difficulty of the region. Hoenn was p hard for me too because I got Mudkip with 10- IV's on both Attack and Sp.Atk with Calm nature.
