As said in Carlho's guide, you need these requirements : Carlho's guide Pre-requirement for Celebi Quest: (Provided by Bassad) 1. Complete Kanto Dex all seen (except mew*) and caught (except Mew, Mewtwo, Zapdos, Articuno and Moltress) 2.
