Scientist Rey won't let me continue the Celebi quest, he says that he is relying on me and that he really needs those beast datas to complete his research, although I have got the seen data of the legendary beasts

I have seen and caught every Kanto and Johto Pokémon., I've got 121 evo data, 721 hours of playtime and the G.S Ball

Don't create additional posts with the same content.<br/>

Can you go to the location of the Legendary Beasts and make sure that you've beaten them. Take screenshots of each location. As far as I know, getting the seen data via other battles wont trigger the quest's progression- might be wrong but it's worth checking. Also, try talking to Oak's PC in Pallet Town to recover any lost seen data for legendary Pokemon.</r>

Actually you don't need to get the Stone to be able to catch Celebi, because this part is related to the Legendary Dog quest.

As said in Carlho's guide, you need these requirements :

Pre-requirement for Celebi Quest: (Provided by Bassad)

1. Complete Kanto Dex all seen (except mew*) and caught (except Mew, Mewtwo, Zapdos, Articuno and Moltress)

2. Complete Johti Dex all seen and caught (except Celebi, Raikou, Entei, Suicune, Lugia and Ho-oh)

3. 121 Evolutions Data

4. 351+hours Playing Time in Game
