The npc cynthia in valor lakefront dont be there. So i cannot go lo celestic town.. Help please

go back to Pastoria City and speak to the grunt next to the Safari Zone, follow him east, then speak again to him, then follow him to the beach and speak again and then head north and speak again to him AND then head north again till you are at Valor Lakefront and battle him; Cynthia will appear afterwards and you can continue. :)
