One standing under a streetlamp and one standing some space apart

So First one says "can u see the wanted maniac?"

And second one says "weee wooo weee wooo"

One npc is phime other could be like Mahatmahans my homie or smth dk

If u don't get the quote it's from spongebob u can google that

U can get like a reward if u beat the maniac

His team could be all of the fairy types u can catch in sinnoh atm like a not dangerous team :)
