Bellossom can't re-learn Sleep Powder?

I taught my Bellossom Petal Blizzard so I could last longer to train, and now I want to re-learn sleep powder. As it was one of it's previous moves, why can't it re-learn it at the Move Buffet? Can someone explain?

Sleep Powder has never been in Bellossom's level-up move list - it was Gloom's move, not Bellossom's.

 

I think that's why.

 

I mean fair enough but that shouldn't be why it can't re-learn the move. Pokemon should have every move at their disposal that could've been learned previously, not just that evolution. If I would've known that, I wouldn't have gotten rid of it.
