It's the player who won the Official Tournament, months ago, winning then a Suicune (hence why this Suicune statue)<br/>

He's no boss, at least not yet; I'm not sure if it's supposed to become one, someday</r>

Pretty sure they can't. They disappear after you beat them.</r>
