You can complete the story by beating the 4 regions. Other than that there are side activities like hunting, fighting bosses and pvping that you can do when you "beat" the game. I hope this answers both your questions.

Right, you can also catch some legendaries: mew, celebi, jirachi, 1 of the legendary dogs, latios/latias, and heatran. You can also catch phione more than once.

If you think the only way to "beat the game" means doing story until there's no one to tell you what to do anymore, you are missing 90% of what PRO has to offer.

 

Between boss battles, farming pokemon, catching legendaries, filling your pokedex, PVP, daily quests, dig spots, excavation sites... There's tons of things to do. You never "beat" an MMO.

Well the story is a thing you can "beat". That doesn't mean the whole game is over. I think I made it pretty clear that there are other stuff to do after beating it.

They does, just to do that takes a lot of time (rewriting stories to PRO standards, coding, sprites, etc).

They may or may not. Likely not. There will be side content and events that happen around holidays or other things. The game is created by Shane, who does PRO as a hobby. The staff are volunteers. There are also technical limitations that exist in the PRO coding (from what I've heard) and Shane is creating a new version of PRO that is taking up more of his time and focus.
