Money is already easy to get if you put in the time. With this if you walk around to pokestops, collect the regenerating RC's around the game and do bug catching, you could be making too much money. Staff have had major shiny sales to pull money OUT of the economy because there was too much. I don't see why they would implement an NPC that creates money for one of the most common items in game.
