In some cases, doing a fresh re-install can fix this error. Also, could you possibly screenshot your dxdiag so we can better assist you? To do this simply, press Windows Key + R to open up the Run Dialog, type in dxdiag, and then press Enter. After the information has loaded, can you screenshot your System Information and paste it here? It should include the specs of your PC and also the DirectX Version that you are currently running.
