This happens when you try to climb the waterfall without a Pokemon in your team which knows the move waterfall.

You can find HM waterfall at Cave of Origins B3F. You can also find it at Sinnoh safari area zone 4 only if you hadn't found it previously.

Or you can simply buy it from others. If you play on yellow, mention when you will be online and where you will be. As I can give you one for free.

 

After you teach one of your Pokemons the move waterfall, try to climb the waterfall again. If again you come down, try again and you should reach the top
