I went in the ballroom and i could not find it where is should to be on the left side of the top floor just in case i looked everywhere else in the ballroom.

Hello , to see the blissey at SS.Anne you need to start a quest .

 

You can find the quests at the Boat Kitchen, a doctor gives you a berrie dont consume it.

 

Then go to the kadabra guy and he says about a assintant, find the blissey at the ballroom top floor in a red carpet, and heal the captain.
