No, I do not use proxy, how to change my ip? is that legal to use program to ip change?

If you are dynamic IP user you can change your IP by reseting your router. Other course of action would be to contact your ISP (HOTnet) and ask them to change the IP for you. Your current IP has been flagged on several places and it was blocked in the server firewall due to being of questionable nature.

As long as there are those that remember what was, there will always be those that are unable to accept what can be.
