From the story or digs spots or even bosses reward. Revive the fossil at cinnabar. (remember is random every status u Revive at cinnabar). Hello, As Voldis4 explained, you can have Fossil Pokemon before the Elite4. You need to have fossils in your inventory and revive them in Cinnabar Lab.
