That's because you don't go by boat. There's an entrance to the plateau at the top.

Now I'm in Hoenn. Until I complete Hoenn League, I can't go to Easter Plateau and collect eggs?

what is the encounter rate? I've been searching for 8 hours and haven't encountered an event togepi or a shiny?
