For the eggs, do you have to turn in one region's eggs before collecting another? I collected all the Sinnoh eggs already. Trying to get Hoenn ones but none of them are actually being picked up. They're just saying the same dialogue that the did before the event started

it seems bugged for me, every time I talk to the sign, I can't move at all anymore

Delete your games temp files and redownload it, should do the job.

Had that issue, just leave the server, close the game app and start it again. Worked for me.
