Is it normal to not be able to see the level of the opponents Pokemon when fighting the gym leaders? All is displays are question marks.

Yes, that is completely normal. It is like that for all "strong" NPC trainers barring bosses.

 

There is a small trick to determine the gyms true level. Simply add a "5" after the number of the gym.

 

Essentially;

 

Gym 1: Lv15

Gym 2: Lv25

Gym 3: Lv35

 

So on and so forth.

How Come they don't display the level?

As far as I know, it's to create a sense of challenge and mystery. If you don't know the levels right away, you won't intentionally grind to a point where you can easily overpower them based on level so you have to resort to strategy.
