I am 3 hours on route 25 and so far no Abra or Kadabra appeared, is this normal?

Depends it actually has 3 abilites synchonize inner focus and magic guard is its hidden ability ull need the black medallion to farm the 3rd tier

The higher the tier the longer youll need to farm honestly it took my weeks to save up for magic guard i got lonely not timid

Abra on that Route is paired with sevel Tier1 Pokemon, so likely this is causing Abra to appear rarer than it actually is. :)

3 hours for a Tier6 Pokemon is not what I categorize as normal, this kind of stuff should be reported. :)
