I see that you tried giving your Dawn Stone as a held item to your pokemon. That's not the case if you'd like to evolve him. You'll have to first, take the Dawn Stone off of your pokemon. Then, go into your inventory and click on the Dawn stone. When given the option, select your Kirlia and it should evolve.
