Hi there! Unfortunately, we're still working on updating movesets of most pokemon to Generation 7. With that said, you can find out at which level your pokemon learns a move in the Pokedex as shown below. For your case, Butterfree learns Gust at level 1 according to the Pokedex and cannot learn it in its previous evolutions, therefore in order for your Butterfree to learn Gust, you'll need to use a Move Relearner. There is one in Cerulean City and Saffron City, for Kanto.

Other words at 7th Gen we gotta new concept where Pokémon learns move when evolves, meaning when it will evolve it learn move, but in PRO there is no such a concept, so that's why now moves like Gust are at level 1 and needs move relearner.

But, in a future, Pokémon will learn moves when evolves? Or it's a permanent decision? Thx so much for your answers :))

Right now, there is no ETA for when things will be coded as they are in Generation 7, but you can keep an eye out in the Ingame Update Log for when it is added.
