where to get hm surf?

Firsty, make sure you have the Fog badge as it is required to use the move outside of battles in Kanto region. Once you have done that, you can also defeat the Saffron Gym and then head for HM Surf.

Let us get to the topic. First, beat an NPC named Victor at the beach which is to the south of Fuchsia. Once done, enter the Safari for 5,000 which is to the north of Fuchsia. There, go to Safari Area 3 and enter Safari House 4. There, you should find HM Surf on the table. Have fun!

Hi there. As stated previously, you can acquire HM Surf after beating Fuchsia's Gym. First you'll have to go South of Fuchsia to beat Victor. Afterwards, head to Safari Zone 3 to find Surf in Safari House 4.
