Hello where can I find Dragon scale in johto thx for the help

It should be pretty apparent why this deserves a complaint. We have a pokemon here based off a wild buck with normal typing and serene grace as a hidden ability, yet it can't learn headbutt. Of all the pokemon in the game you would expect to be able to headbutt, this should be pretty high up there, right? I was wondering why you never see anyone run a sawsbuck in their team, and now I know. Could the game be tweaked so this pokemon which clearly is able to headbutt, is able to actually learn headbutt?

 

Would like to hear some thoughts from the devs on this, because I'm really baffled here. Cheers.

you can find a Dragon Scale at following locations:

Dragon Scale

 

Effect: Causes Seadra to evolve into Kingdra when traded while holding it. This consumes the Dragon Scale.

Working: Yes

Location:

- At any pvp-coin shop for 5 pvp-coins (Vermillion, Blackthorn, Mauvile and Canalave).

- Reward in Celadon´s Daily Quest.
