You can simply negate the specific OT search to get All-Non-OT Pokemons. OT!=Caennethi Almost everything in PRO is done Serverside. This isn't feasible in any way, would make cheating way easier and could cause many issues. PRO sticks to official Pokemon battle mechanics. It does not really implement any battle mechanic because "it is cool" or "is realistic".
