First I would like to tell you that the 300 evolution requirement got removed such as many other requirements, here is a screen of all the quest requirement change which can be found there ! From our database, it look like you meet all the requirement to be able to proceed into the quest! Have you talked to the TV and your mom? She will give you a Eon ticket to be able to proceed and once you done with it, go to Slateport City and talk to the sailor south of the Museum! Let me know if it solve your case!
