    Good Day @Geeansalvatoree, Thank you for your patience. According to our database, it appears that you have not yet completed the Hoenn Pokedex requirement for the Legendary Titans quest. To proceed, you must obtain all non-legendary caught data for the Hoenn region. Without this requirement completed, the Ruins Keeper will not allow you to enter the Underground Ruins. Once your Hoenn caught data is complete, you should be able to continue progressing with the quest as expected. If you have any further questions, feel free to ask. Regards, Beacon
