Nope, that's perfectly normal. The whole system might be changed someday though, but the one who wants to do that currently does not have access to a PC.

my lv45 dratini and lv89 venipede were level up in one battle.
they should ask me to evolve after the battle.
but only the evolution bubble of the venipede showed up.
there was no evolution bubble for the dratini.
and the dratini did not evolve.
